The council permit structure is unusual

The structure matters because it is area based and recurring. A large scaffold standing for three months attracts three inspection charges at the higher rate, which on a big job can run past £1,000 in permit costs alone.
Two practical consequences:
- Keep the licensed area to what you actually need. Scaffolding only the elevations you are working on saves twice, once on the scaffold and once on the permit.
- Do not overrun. Each additional four week period is another charge.
